I designed this penguin card SVG as a cutaway card, so the penguin looks attached to the frame around the front.
You’ll also get the penguin by itself so you can add it to another project if you like. (Matching card and t-shirt anyone?)

Then the white and orange layers can be cut and glued cardstock, or you could use vinyl or even HTV!
I would think that flocked white HTV would look super cute here.
