Do you own a brayer?
If you don’t, do you know what it is?
In my option, it’s an underrated Cricut tool and I think everyone should have one.

It’s this roller tool and it’s amazing for getting materials to stick down to a les-than-new mat, or for smoothing out fabric or felt even before cutting.
Go for the official Cricut brand, or an offbrand one.
If you don’t have one yet and you’re struggling with getting materials to stay and be flat on the mat, you can still try washing and restocking the mats, or use some painters tape to hold down the curls.
